Introduces group commands for both miscellaneous and utilities cogs, allowing users to access subcommands via `.miscellaneous <subcommand>` and `.utilities <subcommand>`. Converted individual miscellaneous cogs (keanu, labubu, piracy, rickroll, tryitandsee) from class-based to function-based command definitions.
